Adjustment brings production precinct closer

THE Camperdown Production Precinct Master Plan is another step closer to realisation following the adoption of the Planning Scheme Amendment C65 at this week’s Ordinary Meeting of Council.

Corangamite Shire councillors voted on Tuesday to adopt the amendment, with three submissions received and no planning panel involved.

All three submissions – one from the Country Fire Authority, one from the Department of Transport and Planning, and one from a resident of the area – agreed with the amendment, but two made suggestions to address concerns which were quickly resolved by council.

Councillor Ruth Gstrein said she was “glad” there were additional works to be conducted to address the concerns, with landscaping works planned to improve the visual amenity of the area.

“I’m pleased that we have been able to sort out the issues that were raised by a nearby resident – obviously you don’t want industrial zones impacting too much on neighbours,” she said.

“Some of the other issues that they’ve raised are things that can be addressed through planning conditions if planning permits are sought.”

The planning amendment C65 will:

  • Amend Clause 02.03 Strategic Directions to update ‘Council seeks to’ summaries for Economic Development and Infrastructure, specific to the precinct;

  • Insert a new Clause 17.03-1L for Industrial Land Supply, to give policy direction and strategies for the Camperdown Production Precinct;

  • Rezone land to the north of the existing Industrial Zone in the precinct from Farming Zone to Industrial 1 Zone for industrial related purposes;

  • Insert a new schedule 9 to Clause 43.02 Design and Development Overlay, to implement design guidelines and requirements; and

  • Amend the schedule to Clause 72.08 Background Documents by introducing the Camperdown Production Precinct Masterplan (February 2024) as a background document.

Cr Laurie Hickey said it was “great” to see the amendment coming through.

“It’s a project that I’ve been very closely involved with, and it was great that almost 12 months ago we did adopt the production plan,” he said.

“The amendments do cover the area being made to look tidier and a bit nicer.

“The inclusion of the 14 hectares will certainly make a significant contribution, and the planning and zoning controls – it does take time to get these amendments and changes through.

“Whilst the initial plan was adopted 12 months ago, through the process of bureaucracy, it does take a long time to get anything done that we are trying to pursue here.”
