Capital works ongoing
CORANGAMITE Shire Council’s capital works program is continuing strong as more projects are underway.
A total of 213 projects have been scheduled for the 2025-2026 capital works program, with a total budget of $23.7 million.
Of the 213 projects, 76 (36 per cent) have been completed, 125 (59 per cent) are in progress, seven (three per cent) have not started yet and five (two per cent) are in progress as grant-funded or multi-year projects.
The report, presented to council at the Ordinary Meeting of Council on Tuesday by director works and services Shaun Broadbent, stated year-to-date expenditure has remained consistent with budget allocation.
“Year to date expenditure to December 31, 2025 of the capital program was budgeted at $4.319 million, with actual expenditure of $4.589 million,” he said.
“Expenditure patterns reflect the staged nature of capital works delivery, with several projects progressing through procurement, design, or early construction phases during the first half of the financial year.
“Project milestones are generally being achieved within planned timeframes.
“Where minor variations have occurred, these relate primarily to procurement lead times, contractor availability or statutory approval requirements.
“At this stage, no material deviations from the overall approved capital budget are anticipated.”

Councillor Ruth Gstrein congratulated the works and services team on achieving completion of many projects despite the recent bushfires.
“I was just looking at the risk consideration as part of this report and it had delivery of capital and operating program carries inherent risks including procurement delays, contractor availability, statutory approvals, grant funding and cost escalation pressures,” she said.
“It doesn’t mention bushfires, and I think that up to December 31 we were certainly well on track.
“I imagine, in the light of the bushfires in the last fires, the next report will be a bit different.
“There has been a lot of work completed and there is still a fair bit to go.”
Councillor Jamie Vogels said he was pleased to see strong progress for the second quarter, which marked the halfway point for the financial year.
“Importantly, these aren’t just numbers on a page – we’re seeing real outcomes delivered from the Camperdown-Timboon Rail Trail bridges, Tandarook Park, Hampden Tennis clubrooms, Timboon Children’s Centre shade sail, Skipton Hall rewiring and road upgrades which we’re seeing all across the shire,” he said.
“These are all things we’re seeing play out as these projects get completed.”
