Carpark endorsed for Jubilee Park, Skipton

CORANGAMITE Shire Council endorsed a carpark project for Skipton’s Jubilee Park for funding through part B of the Local Roads and Community Infrastructure Program (LRCIP) phase four at this month’s council meeting.

The LRCIP is a Federal Government funding program which allocated $750 million to funding local roads and community infrastructure projects, with $250 million allocated to rural, regional and outer urban roads.

Corangamite Shire Council was granted $3,603,914 through the program, with $1,318,359 allocated for part B after the part A grant of $2,285,555 was allocated at its July 2023 council meeting.

Council moved to endorse the Jubilee carpark project after the Morris Street, Port Campbell footpath project was deemed ineligible for the funding.

The footpath project was identified as a walking path, which was outlined as a community project.

Part B funding from the LRCIP is specifically for road projects.

The Jubilee carpark project, estimated to cost $115,000, aims to encourage travelers to stop in Skipton and promote tourism following the October 2022 floods.

The LRCIP will fund $89,890 of the project, with the remaining $25,110 to be funded by council in its 2024-205 budget.

“The Local Roads and Community Infrastructure Program is an extremely important program for the council and the communities and has meant that we have been able to complete a range of roads and infrastructure projects throughout the whole shire that might have not happened otherwise,” he said.

“In Port Campbell, the footpath in Morris Street is under a notice of worthwhile projects, but although the officers have asked that it be funded from LRCIP, it has not been possible.

“So, while I support the Skipton project going into the program instead, I do not want to see the Port Campbell residents disadvantaged as a result of the Morris Street footpath falling by the wayside.

“If we could make sure that we at least consider allocating capital funding to the Morris Street project in the 2024-205 budget, that would be great.”

Cr Nick Cole seconded the motion.

“I’m more than happy to support the Skipton Jubilee carpark and consider the Morris Street footpath for the budget in this coming financial year,” he said.
