Shire remains in a strong position, report shows

MOYNE Shire Council has reported another year of strong financial management and performance, with the Annual Report 2024/25 showing record infrastructure investment, continued financial strength and progress toward long-term community priorities.


Mayor councillor Karen Foster said council continued to deliver essential services and capital works at a high level while maintaining sound financial management.

“In 2024/25 we invested $15.4 million in roads, bridges, footpaths and drainage,” she said.

“That was one of the highest ratios of infrastructure investment among rural Victorian councils.

“In total, we delivered $29.7 million in capital works, an increase of $3.6 million on the previous year, and remained debt-free while strengthening our cash position.

“This demonstrates our commitment to maintaining and improving the assets that keep Moyne moving.”

Major works delivered or progressed during the year included 110km of road resealing completed, which exceeded council’s target by 20 per cent.

Moyne also secured significant external funding to support future infrastructure delivery such as $2.15 million for upgrades to the Darlington–Terang Road, delivered in partnership with Corangamite Shire.

Tourism and events continued to drive the local economy, with more than 14,000 guests staying in council’s caravan parks across summer and strong attendance at hallmark events including the Mortlake Showjumping Festival.

Financial highlights from the report include an operating surplus of $10.5 million and $29.7 million in capital works delivered.

Moyne Shire Council reported cash and investments of $20.2 million, up $6 million on 2023/24, with no debt and a working capital ratio of 235.6 per cent.

The shire also had an average rate rise of 2.4 per cent, below the State Government rate cap

Cr Foster said the new council, elected in October 2024, was building on a strong foundation for the future.

“This Annual Report highlights a year of major investment in the infrastructure and services that sustain our communities,” she said.

“We recognise the importance of early years care for our families, increasing childcare places by five per cent, and facilitated the opening of Roots Childcare in a council-owned centre in Garvoc.

“Under the Council Plan 2025–2029 we’re focused on strengthening local connections, maintaining financial sustainability, and delivering projects that improve safety, liveability and opportunity across Moyne.”

The Annual Report 2024/25 was presented at the Ordinary Council Meeting last Tuesday and is available on council’s website.
